Temporary Entry Permit (Transit Purpose)

For Moroccan Passport Holders – to exit airport transit area
Important Note: Morocco is NOT included in China’s 240-hour visa-free transit list. The 240-hour policy cannot be used for sightseeing.
The 24-hour airport-side visa-free transit applies. If you need to leave the airport restricted area for overnight stay or short city visit, you must apply for a Temporary Entry Permit at border inspection. Approval is not guaranteed. Border officers have full discretion to approve or reject the application.
Basic Eligibility (All requirements must be met)
- Valid Moroccan ordinary passport with at least 3 months validity. No prior Chinese visa refusal stamp, no record of illegal stay / illegal work in China.
- Confirmed connecting international flight departing within 24 hours. Route: Country A → China (this airport) → Country C (third country, cannot fly back to the origin country).
- This permit is only for transit passengers who originally qualify for 24-hour airside visa-free transit and need to exit the airport restricted zone.
- Entry must be via an open international airport of China (Beijing Capital, Shanghai Pudong, Guangzhou Baiyun etc.)
Documents to present on arrival
- Original Moroccan passport
- Printed itinerary of confirmed connecting flight, showing departure within 24 hours
- Foreigner Entry Card (to be filled on site at border counter)
- Hotel booking confirmation (border officers usually request it for overnight arrangement)
- Supplementary documents may be requested: trip explanation letter, airline guarantee if required
Application Procedure upon arrival
- After landing, do not use the international transit corridor. Proceed to the border inspection counter.
- Inform the officer clearly:
I am a transit passenger. I hold a confirmed connecting flight within 24 hours. I would like to apply for a Temporary Entry Permit to leave the airport.
- Submit passport and flight documents, complete entry card and answer inspection questions to verify your trip.
- Border inspection reviews your application and makes an on-site decision. No appeal channel if rejected.
- If approved: you may enter mainland China. Maximum stay: 24 hours. You may only travel within the city of this entry airport. Cross-city travel is prohibited.
- Accommodation requirement: you must complete foreigner accommodation registration at your hotel.
- You must depart before expiry of the 24-hour period and catch your connecting flight.
Common grounds for rejection
- Passport valid for less than 3 months
- Prior Chinese visa refusal record
- History of illegal entry, illegal stay or illegal work in China within 5 years
- Serious violation of accommodation registration rules within 2 years
- No genuine confirmed connecting flight within 24 hours
- Border officer suspects your real purpose is tourism rather than transit, or believes you have overstay risk
Important restrictions
- Maximum stay is 24 hours, NOT 10 days. This permit is different from the 240-hour visa-free transit policy.
- Activity is limited to the entry city only. Cross-city travel is not allowed.
- This permit is for short transit exit only. It is not recommended as a regular travel plan. If rejected, you have to stay inside the airport transit area waiting for your flight.
- The Temporary Entry Permit is free of charge.
- Overstay will be treated as illegal residence, which will create bad immigration record and seriously affect future Chinese visa applications.
Distinction: Temporary Entry Permit vs Visa on Arrival
- Temporary Entry Permit (issued by border inspection): For transit passengers with 24h confirmed connecting flight to leave airport. Free of charge, max stay 24h. Available for Moroccan passport holders.
- Visa on Arrival (issued by visa authority at port): Only for emergency business, humanitarian reasons or group tourist visa. Moroccan ordinary tourists cannot apply for tourist visa on arrival.
